Since July 1, 2026, Pell can pay for approved job training of 8 to under 15 weeks. They train emergency medical technicians (EMTs), phlebotomists, heating, ventilation and air conditioning (HVAC) technicians, welders, computer support staff and more. The award is prorated to the program’s length, starting from the $7,395 full-year Pell maximum for 2026-27.

What two of these jobs pay

For two of the fields on the list, Bureau of Labor Statistics data puts the median pay at $61,860 for computer user support specialists and $61,010 for HVAC mechanics and installers (May 2025). The main tests a program must pass

A program must clear both its state and the Education Department. Massachusetts lists the federal tests in its guide for schools. The main ones: Source · Mass.gov

  • It runs at least 8 weeks but less than 15, with 150 to 599 clock hours or the credit-hour equivalent.
  • It leads to a recognized credential that is portable and stackable, or to a job that has only one recognized credential.
  • It prepares people for high-skill, high-wage or in-demand work, as the state defines it, and fits employers’ hiring needs.
  • At least 70% of its students finish, and at least 70% of those who leave are working in the second quarter after.
  • Its published tuition and fees don’t exceed its value-added earnings: graduates’ median earnings minus 150% of the federal poverty line for one person. Source · Massachusetts Workforce Pell policy
  • It has run and met every rule for at least 12 months before approval.

Who can use it: bachelor’s holders yes, grad students no

The student rules match regular Pell, with one big difference: a bachelor’s degree doesn’t rule you out. You can’t hold a graduate credential, or be enrolled or accepted in a program that leads to one. Source · FSA Handbook 2026-27, Vol. 7, Ch. 1

The grant is prorated to the length of the program, starting from regular Pell, and depends on your Student Aid Index, credits and cost of attendance. Massachusetts tells schools it expects Workforce Pell won’t cover a program’s full cost. Source · Mass.gov

How to use it: no separate application

  1. Find a program that's federally approved

    Ask the college whether the program has both state and federal approval. The table above lists every federal approval through September 28.

  2. File the FAFSA

    There’s no separate application. Your FAFSA sets your Student Aid Index, which sets your Pell.

  3. Ask the aid office to confirm the flag

    Since you can’t mark the program on the FAFSA, ask the aid office to confirm it has your program set as a workforce program.

  4. Plan for the rest of the cost

    Ask the college for the program’s full price and what Pell will cover, since the grant is prorated and may fall short.

Frequently asked questions

Is Workforce Pell a separate grant?

No. It’s a Pell Grant used for a shorter program, and it’s prorated to that program’s length.

Can I use it for an online program?

Possibly. Massachusetts says an eligible program can be offered online or in a hybrid format, but it can’t be a correspondence course. Source · Mass.gov

What if my state has no approved programs yet?

Programs need state approval first, so ask your state’s workforce or higher education agency when its next round opens. Our Massachusetts guide shows how one state’s process works.
