In 2026, four sources can pay for emergency medical technician (EMT), phlebotomy or commercial driver’s license (CDL) training: Workforce Pell for an approved program, job-center training funds, 529 savings and employer tuition help. Workforce Pell: approved programs only

WIOA: training money through a job center

The federal Workforce Innovation and Opportunity Act (WIOA) Adult program offers job search help and training through American Job Centers. When job centers use WIOA, Workforce Innovation and Opportunity Act. The federal law behind American Job Centers. Through your local center it can pay for approved job training if you qualify. Adult money for training, they must give priority to people on public assistance and other low-income adults. Source · U.S. Department of Labor

A separate Dislocated Worker program helps people who lost a job get back to work. Start at your local American Job Center. Ask whether your program is on the state’s approved training list and how much the center can pay.

A 529 can pay for credential programs

Since July 2025, 529 savings can pay for “qualified postsecondary credentialing expenses”: tuition, fees, books, supplies and equipment for a recognized credential program, plus required testing fees. Your employer may pay

If you already work, ask HR. Up to $5,250 a year of employer tuition help can be tax-free under section 127. Our guide to employer tuition reimbursement explains how plans work.

First-time CDL drivers need entry-level training

Since Feb. 7, 2022, anyone getting a Class A or Class B CDL for the first time, or upgrading from B to A, must complete entry-level driver training. The Federal Motor Carrier Safety Administration’s Training Provider Registry records who finished it. Source · FMCSA Before you pay a school, check that it’s on the registry.

How to line up the money

  1. Pick the job and the program

    Check the program’s length, the license it leads to and its price, in writing.

  2. Ask if it's Workforce Pell approved

    Ask whether it has both state and federal approval for your start date. If so, file the FAFSA.

  3. Visit an American Job Center

    Ask about WIOA training funds, especially if your income is low or you lost a job.

  4. Check family 529 savings and your employer

    A 529 or employer tuition help can cover what Pell and WIOA don’t.

Does regular Pell pay for CDL school?

Workforce Pell is the route for programs of 8 to under 15 weeks, which were too short for Pell before, and only an approved program can use it. Iowa’s three state-approved CDL programs are still waiting on federal approval. In the meantime, ask an American Job Center about WIOA funds.

Do I need a license after EMT training?

Yes. All states require EMTs and paramedics to be licensed, and the rules vary by state. Source · BLS

Can I get hired as a phlebotomist without a certificate?

Some employers hire people with a high school diploma and train them, BLS says, but most phlebotomists start with a certificate from a program. Source · BLS
