The timeline: first programs in early 2027

  1. Workforce Pell starts nationwide

    Federal law extended Pell to short programs that were too short to qualify before. Source · Massachusetts pilot policy

  2. Massachusetts sets its pilot rules

    The state’s 2026-27 pilot policy takes effect.

  3. Schools can apply

    Governor Healey opens applications for colleges and training providers. Source · Mass.gov

  4. First round closes

  5. First programs could enroll

    Only programs with both state and federal approval.

The pilot covers six industries

For the pilot year, programs must train for jobs in six priority industries: health care, skilled trades, manufacturing, education, information technology and hospitality. Source · Mass.gov The state publishes a list of eligible occupations and says it will update that list every two years. Source · Mass.gov

Registered apprenticeships have their own path. A program that provides the classroom part of a registered apprenticeship is presumed to meet the state’s job-match tests. What a Massachusetts program has to prove

Massachusetts’ guide for schools says an approved program must: Source · Mass.gov

  • Run at least 8 weeks but under 15, with 150 to 599 clock hours
  • Lead to a recognized credential
  • Finish at least 70% of its students within 150% of the normal length
  • Place at least 70% of those who leave in a job by the second quarter after they exit
  • Have run for at least a year

It also has to show its price is worth it. Published tuition and fees can’t be more than the program’s value-added earnings: what its completers earn, minus 150% of the federal poverty line for one person. Workforce Pell vs. MassEducate: only one is open now

Massachusetts already has free community college for adults. The two programs fit different plans.

The short version: if you don’t have a bachelor’s and can start a longer program, MassEducate can cover tuition now. If you already hold a bachelor’s, or you need a job in weeks, Workforce Pell is the one to watch in 2027.

How to get ready now

  1. Pick a field from the six industries

    Check the state’s eligible occupation list on its Workforce Pell page, so you know which jobs a program could train you for.

  2. Ask your community college if it applied

    The application is for schools, not students. Ask the training or workforce office whether a program is in review.

  3. File the FAFSA when you're ready to enroll

    There’s no separate federal application for Workforce Pell. The school’s aid office decides whether you qualify. Source · Mass.gov

  4. Plan for the gap

    The state expects Workforce Pell won’t cover a program’s full cost. Ask for the full price and your Pell amount in writing. Source · Mass.gov

Can I get Workforce Pell in Massachusetts today?

Not yet. Programs need both state and federal approval first, and the state says the first ones could enroll in early 2027.

Does my income matter?

Yes. Workforce Pell follows the same rules as regular Pell, so your Student Aid Index from the FAFSA, Free Application for Federal Student Aid.
