You can file the 2026-27 FAFSA without a tax return. If you (and your spouse, if married) weren’t required to file a 2024 federal return, the form assigns a Student Aid Index of -1,500 and skips every other income and asset question. Source · FSA Handbook 2026-27, AVG Ch. 2

An SAI that low qualifies for the maximum Pell Grant, $7,395 for 2026-27 at full time, as long as you meet the other Pell rules. The catch is one word: required. Skipping a return you owed is a different situation, and the FAFSA asks which one you’re in.

Not required to file is what earns the automatic SAI

The 2026-27 FAFSA asks about your 2024 taxes. The student tax question has up to three parts: did you (or will you) file a 2024 IRS Form 1040 or 1040-NR, did you earn foreign income or file in a U.S. territory, and, if married, did you file with your current spouse. An unmarried independent student who answers no to the first two parts is a non-tax filer and doesn’t answer any more income or asset questions. The Handbook says independent students “are automatically eligible for a Maximum Pell Grant if they (and their spouse, if married) are not required to file a 2024 federal tax return.”

The same rule works for dependent students through their parents. If a parent is subject to the U.S. tax code but wasn’t required to file for 2024, the student gets the -1,500 SAI too. Source · 2026-27 SAI and Pell Eligibility Guide

Self-employment changes the picture. Net self-employment earnings of $400 or more mean you had to file, whatever your total income. So a rideshare driver who earned $9,000 in 2024 was required to file, even though $9,000 is under the single line. Source · IRS Pub. 501 (2024)

Maria and Dev both skipped a return. Only Maria gets the automatic SAI. Ana’s case is its own rule: people who earned income in a foreign country or worked for an international organization and didn’t file must enter that income by hand, and they don’t get the automatic maximum Pell. The IRS still checks, even when there’s no return

Non-filers still give consent for the IRS to share tax data on the FAFSA. When there’s no return, the IRS sends back a code meaning it found you in its records and has no return on file for that year. Source · FSA Handbook 2026-27, AVG Ch. 2

If your school picks your FAFSA for verification, expect two documents. The Handbook tells schools to collect “a W-2 form for each source of 2024 employment income and a signed statement certifying that the person has not filed and is not required to file a 2024 tax return.” The statement also lists any work income that wasn’t on a W-2. Lost a W-2? Ask the employer for a copy, or request a wage and income transcript from the IRS. If neither arrives in time, a school can accept a signed statement of what you earned, from whom, and why the W-2 isn’t available.

How to file the FAFSA without a tax return

  1. Check your 2024 income against the IRS line

    Add up 2024 wages and any self-employment. Compare them to the filing table above for your status and age.

  2. If you owed a return, file it first

    A late 2024 return lets the FAFSA pull your real income through the IRS data exchange. Low income on a filed return can still produce a low SAI.

  3. Answer no to the tax-return question

    If you weren’t required to file, say so. Unmarried independent students are done with the money section at that point.

  4. Keep your W-2s handy

    Your school may ask for every 2024 W-2 and a signed non-filing statement before it pays aid.

Do I need a tax return to fill out the FAFSA?

No. You need a FAFSA account, your Social Security number and consent for the IRS to share data. If you weren’t required to file for 2024, you answer no to the tax return question and the form moves on.

I had no income at all in 2024. Can I still get aid?

Yes. Zero income is the clearest non-filer case. As an independent student your SAI is -1,500, which qualifies for the maximum Pell if you’re in an eligible undergraduate program and haven’t used up your lifetime Pell. See our guide to Pell Grants for adults.

Does a -1,500 SAI mean more than the maximum Pell?

No. Any SAI of zero or below gets the same $7,395. Our negative SAI guide explains why a lower number doesn’t add more aid.

My parents didn’t file. Does that help me?

If you’re a dependent student and your parents weren’t required to file for 2024, yes: you get the same -1,500 SAI. If they were required and didn’t, they’ll need to file before your FAFSA can be finished accurately.
