A Student Aid Index can be negative, down to a floor of -1,500. Any SAI of zero or below qualifies for the maximum Pell Grant, $7,395 for 2026-27, if you meet the other Pell rules. Source · FSA Handbook 2026-27, AVG Ch. 3

A negative SAI comes from low income, or no tax return at all

Your SAI adds up contributions from income and assets. When income is low enough, the income contribution goes below zero, and the total can land under zero too, down to -1,500. Source · FSA Handbook 2026-27, AVG Ch. 3

There’s also a shortcut. If an independent student (and spouse, if married) wasn’t required to file a federal tax return for 2024, or a dependent student’s parents weren’t, the FAFSA assigns an SAI of -1,500 without running the rest of the formula. Source · 2026-27 SAI and Pell Eligibility Guide

Below zero, Pell stops growing

A calculated Pell Grant is the maximum award minus your SAI, rounded to the nearest $5. Source · FSA Handbook 2026-27, Vol. 7, Ch. 2 At zero, that’s the full $7,395. A negative SAI would point higher, but the maximum is the ceiling.

Other need-based aid treats a negative SAI as zero

Schools work out your need for other aid as cost of attendance minus SAI minus other aid. When packaging that aid, they must convert any negative SAI to zero, so it never raises your need. Source · FSA Handbook 2026-27, Vol. 3, Ch. 3

Both get the same $7,395 Pell and the same starting need. A negative SAI doesn’t change unsubsidized loans either, because those don’t depend on your SAI. Source · FSA Handbook 2026-27, Vol. 3, Ch. 3

Frequently asked questions

Is a negative SAI good?

For Pell, yes: it means the maximum award. It’s no better than an SAI of zero, though, because neither Pell nor other need-based aid goes higher for a negative number.

Why is my SAI exactly -1,500?

Either no one on your FAFSA was required to file a 2024 federal tax return, so the form skipped the formula, or your calculated SAI came out lower and was set to the floor.

Does a negative SAI mean I get more than the maximum Pell?

No. The most Pell anyone can get for 2026-27 is $7,395, and the minimum award is $740. The SAI cutoff guide shows the rest of the scale.
