Two exceptions let someone with a bachelor’s degree get a Pell Grant: a postbaccalaureate teacher certification program, and, since July 1, 2026, an eligible workforce program. Outside those two, a bachelor’s degree ends Pell eligibility. Source · FSA Handbook 2026-27, Vol. 7, Ch. 1

For 2026-27 the maximum Pell is $7,395 a year at full time, so the exceptions are worth checking before you assume you’re out.

A bachelor’s degree generally ends Pell, even an unusual one

Pell is for undergraduates who haven’t finished a bachelor’s degree. The handbook closes the obvious gaps. Source · FSA Handbook 2026-27, Vol. 7, Ch. 1

  • A degree from an unaccredited school still counts, even if your new school won’t accept its credits.
  • Finishing without claiming the degree still counts. If your school decides you completed the bachelor’s requirements, Pell stops whether or not you accepted the diploma.
  • A foreign degree is judged case by case. Your school decides whether it equals a U.S. bachelor’s, and you can send documents showing it doesn’t.
  • An associate degree or certificate doesn’t count. You stay an undergraduate until you finish a first bachelor’s.

Exception one: a teacher certification program

You can get Pell while enrolled at least half time in a postbaccalaureate teacher certification or licensure program, for as long as the program takes, if all four of these are true. Source · FSA Handbook 2026-27, Vol. 7, Ch. 1

  1. It doesn't lead to a graduate degree

    A master’s in teaching doesn’t qualify, even if it includes certification.

  2. The school doesn't also offer a bachelor's in education

    Programs at schools with an education bachelor’s are out.

  3. It's your first teaching credential

    The program leads to an initial certification or license in a state.

  4. It's what the state requires

    The courses are the ones a state requires to certify elementary or secondary teachers.

The program must also generally require a bachelor’s degree for admission. A program that routinely admits undergraduates doesn’t count. On the FAFSA, answer Yes to having your first bachelor’s degree and Yes to the question about an initial teaching certification, so the Department can flag you for Pell.

Exception two: an eligible workforce program

Since July 1, 2026, Pell can pay for eligible workforce programs, even for students who already hold a bachelor’s degree. You can’t hold a graduate credential, or be enrolled or accepted in a program leading to one. Source · FSA Handbook 2026-27, Vol. 7, Ch. 1

You can’t mark a workforce program on the FAFSA. The school’s aid office decides whether your program qualifies and flags it.

Frequently asked questions

Can I get Pell for a second bachelor’s degree in nursing or business?

Generally no. Outside a qualifying teacher certification program or an eligible workforce program, a bachelor’s degree ends Pell eligibility. Federal loans and state or school aid may still apply.

Does an online teacher certification program qualify?

It can, if it passes the four tests: no graduate degree, no education bachelor’s at that school, an initial credential, and the courses a state requires. Ask the school’s aid office.

I have a graduate degree. Can I get Workforce Pell?

No. A graduate or professional degree rules out Pell, including for workforce programs.
