The fight is over an $11.5 billion shortfall, not the raise

Pell’s cost has grown faster than its funding. The Congressional Budget Office projects an $11.5 billion shortfall for fiscal 2027, the year that pays 2027-28 awards. Source · NASFAA on the CBO projection

That is why both proposals add billions while the maximum moves by $50 at most. Most of the new money goes to keeping the current award payable. Neither the President nor the House has proposed a cut.

A higher maximum moves two other lines

The maximum sets two more numbers by law. The minimum award is 10% of the maximum, rounded to the nearest $5. Source · FSA, GEN-26-01 And a Student Aid Index (SAI) of twice the maximum or more rules Pell out.

For a student with a calculated award, the $50 passes straight through: calculated Pell is the maximum minus your SAI, rounded to the nearest $5. A student with an SAI of 3,000 would see $4,395 at today’s maximum and $4,445 under the House bill.

Your 2027-28 eligibility is already decided

The 2027-28 FAFSA opened on September 23, 2026, and it reads 2025 income. Source · U.S. Department of Education The income lines for the maximum award use the 2025 poverty guidelines at 175% (or 225% for a single parent), and those are published. Source · 2027-28 SAI and Pell Eligibility Guide

For a family of four, 2025 AGI above $0 and up to $56,263 meets the maximum-Pell income test for 2027-28, or up to $72,338 for a single parent. Whatever Congress decides, students under those lines get the maximum, whether it ends up $7,395 or $7,445.

So filing now costs nothing. Your school will apply the final maximum when Congress sets it.

Is the Pell Grant going up in 2027?

Not yet. The House committee bill would raise the 2027-28 maximum to $7,445, and the President’s budget would keep $7,395. Neither is law until Congress passes a full-year spending bill.

Could Pell be cut for 2027-28?

Neither published proposal cuts the maximum. Both add money to cover the projected shortfall. The Senate’s bill was not public as of mid-August 2026.

When will we know the 2027-28 Pell amount?

The earliest likely date is December 11, 2026, when stopgap funding ends. Federal Student Aid publishes the amounts in a letter to schools once they are final.

Should I wait to file the 2027-28 FAFSA?

No. Eligibility depends on your 2025 income and SAI, which are known now. Some state grants pay first-come, so waiting can cost you state money.
