Yes, you can get both. The GI Bill doesn’t count against your Pell Grant: federal veterans education benefits aren’t reported as income on the FAFSA and aren’t counted as other aid when your school builds your package. Source · FSA Handbook 2026-27, Vol. 3, Ch. 3

It works the other way too. When VA works out the Post-9/11 tuition it pays your school, it doesn’t subtract Pell. Why the GI Bill doesn’t shrink your Pell

Pell is set by your Student Aid Index (SAI), which comes from the income and household information on your FAFSA. The FSA Handbook says veterans education benefits “are also not to be counted as income, and therefore are not reported as income on the FAFSA form.” Source · FSA Handbook 2026-27, Vol. 3, Ch. 3

The list of excluded benefits includes the Post-9/11 GI Bill (Chapter 33), the Montgomery GI Bill for active duty (Chapter 30) and Veteran Readiness and Employment (Chapter 31). Schools also leave them out of “other financial assistance” when they award loans, work-study and school grants.

Veterans also get a head start on the form. If your DD214 shows you’re a veteran, you file as an independent student, so your parents’ income and assets aren’t part of your SAI. Source · FSA Handbook 2026-27, AVG Ch. 2

Pell is paid to your school first. When the GI Bill already covers tuition and fees, there’s usually little left to charge it against, so the school refunds the balance to you to spend on rent, childcare, transportation or anything else school costs. The last row assumes no other unpaid charges on your account.

How your SAI sets the Pell on top

A calculated Pell is the maximum award minus your SAI, rounded to the nearest $5, as long as it’s at least the $740 minimum. Source · FSA Handbook 2026-27, Vol. 7, Ch. 2 Since your GI Bill isn’t income on the FAFSA, your SAI comes from your other income, mostly your 2024 tax return.

If you were on active duty in 2024, your taxable military pay is on that return, so your SAI may be higher this year than it will be once you’re out. The 2027-28 FAFSA uses 2025 income. File every year.

The Montgomery GI Bill stacks too

The Montgomery GI Bill for active duty pays you a monthly rate instead of paying the school: $2,601 a month full time from October 1, 2026, for those who served three years or more. Source · VA, Montgomery GI Bill Active Duty rates It’s on the same excluded list, so it doesn’t reduce Pell either.

How to get both

  1. Apply for the GI Bill with VA

    Get your Certificate of Eligibility, then give it to your school’s certifying official.

  2. File the FAFSA

    Answer the veteran question. Leave GI Bill payments off: they aren’t income on the form.

  3. Tell the aid office you're using both

    The school certifies your GI Bill and packages your Pell. Ask when your Pell refund will be paid.

  4. Refile every year

    Your Pell can grow as your income after service drops. The 2027-28 FAFSA is open now.

Frequently asked questions

Do I report my GI Bill on the FAFSA?

No. Federal veterans education benefits aren’t reported as income on the FAFSA. Non-education VA benefits, such as Dependency and Indemnity Compensation, are reported as untaxed income.

Will my school reduce my GI Bill because I get Pell?

Not the Post-9/11 tuition payment. VA excludes Title IV aid, which includes Pell, from the aid schools subtract when reporting your net tuition and fees.

Can I get Pell if I already have a bachelor’s degree?

Generally no. Pell is for a first bachelor’s degree, with limited exceptions. Your GI Bill can still pay for a second degree or a master’s.
