Since a June 24, 2026 federal court order, the Department of Education treats MSN and DNP programs as professional degrees for student loans. That raises the federal limit to $50,000 a year, against $20,500 for most graduate programs. Source · FSA, GENERAL-26-42

The Department calls these interim designations. It says it will keep defending its own, narrower definition, and that the list “may change as litigation in the case proceeds.” So the higher limit is real today, and it isn’t guaranteed for every year of your program.

Nursing moved to the professional list because a court paused the rule

The Department’s RISE final rule, published May 1, 2026, defined a professional degree narrowly: generally doctoral, at least six years of study, and in the same group as fields like medicine and law. That left most nursing degrees as ordinary graduate programs, capped at $20,500 a year.

On June 24, 2026, the U.S. District Court for the District of Columbia preliminarily stayed that part of the definition. For as long as the stay lasts, the Department treats a longer list of programs as professional. Source · FSA, GENERAL-26-42

Frequently asked questions

Does the court order affect nursing bachelor’s degrees?

No. BSN students borrow under undergraduate limits, which the new law didn’t change. The order affects graduate and professional programs.

Is a DNP a professional degree?

For now, yes. Nursing Practice (DNP) is on the Department’s interim list, with a $50,000 yearly limit while the court’s stay lasts.

Can I still get Grad PLUS for nursing school?

Only if you qualify for the interim exception: enrolled by June 30, 2026, with a Direct Loan for the program before July 1, 2026, and still in the same program at the same school.
